National Preparedness & Stockpile Resilience Initiative

Interstate Interoperability · Stockpile Coordination · Operational Readiness

As greater responsibility for preparedness and stockpiling shifts to states and regional systems, most jurisdictions remain structurally unprepared to independently manage resilient stockpile systems at scale. There is currently no interoperable framework coordinating procurement standards, inventory lifecycle management, replenishment strategies, surge deployment doctrine, or public-private resource sharing across jurisdictions.

The SNS Foundation proposes a neutral, apolitical convening initiative capable of bringing together stakeholders from federal and state government, emergency management, healthcare systems, academia, manufacturers, logistics operators, and preparedness experts to create practical frameworks for coordinated resilience.

Regulatory Modernization & Innovation Pathway

FDA/NIOSH/OSHA Alignment · Made in America · Next-Gen Preparedness Technology

Current FDA, NIOSH, and OSHA frameworks are poorly aligned with novel preparedness solutions such as reusable filtering facepiece respirators (FFRs), scalable respiratory protection systems, and other durable technologies designed to reduce dependence on disposable stockpiling models. Without transparent and predictable approval pathways, private capital and American manufacturing innovation face substantial obstacles in bringing scalable preparedness technologies to market.

This initiative convenes legislators, regulators, industry leaders, scientists, and public health experts to identify practical pathways that support safety, innovation, and national resilience simultaneously.
