A nonpartisan 501(c)(3) nonprofit strengthening America's health security through expertise, convening, and action.

Our Mission

The SNS Foundation advances America's preparedness through strategic stockpiling, public health resilience, and biosecurity education. We deliver education, conduct research, and promote the advancement of public health security through supply chain resilience, stockpiling, material management, and the use of medical countermeasures (MCM).

We serve as a neutral, collaborative bridge between the private sector and government — at the state, local, tribal, territorial, and federal levels — to ensure America is prepared for chemical, biological, radiological, nuclear (CBRN) threats and emerging infectious diseases.

Our History

The Strategic National Stockpile was established in 1999 as a critical component of America's health security infrastructure. Originally created to defend the nation against CBRN threats, its mission has expanded to address all hazards, including emerging infectious diseases and pandemic influenza.

The SNS Foundation was established by former leaders of the Strategic National Stockpile who recognized the need for an independent, nonpartisan organization that could bridge the gap between government agencies and the private sector. Our founders brought decades of experience in federal health security operations, pharmaceutical supply chain management, and emergency preparedness.

Today, the Foundation continues to build on this legacy, convening stakeholders from across government and industry to advance the science, policy, and practice of national health security. As greater responsibility for preparedness shifts to states and regional systems, our work has never been more critical.

Greg Burel

Greg Burel

President & Chief Executive Officer

Former Director of the Strategic National Stockpile (2007–2020), Greg Burel brings over three decades of experience in federal health security and emergency preparedness. Under his leadership, the SNS grew into the nation's premier repository of medical countermeasures, supporting responses to H1N1, Ebola, Zika, and the early stages of COVID-19. Mr. Burel now leads the SNS Foundation's mission to advance preparedness through education, research, and public-private collaboration.

Dr. Mavara Mirza Agrawal

Mavara Mirza Agrawal, MD

Board Chair & Co-Founder

Dr. Agrawal is an internist and pediatrician dedicated to preparing our nation for the next pandemic. As founding chair of the SNS Foundation, she brings together national thought leaders in health security and preparedness. Early in her career, Dr. Agrawal served as Medical Director of the University of Miami School of Medicine Pediatric Mobile Clinic, providing care to South Florida's underserved populations and conducting research on vaccine hesitancy among immigrant communities. She supported mobile clinic operations after Hurricanes Wilma and Katrina as part of the national Children's Health Fund fleet.

Dr. Agrawal has served as Medical Director of FIU College of Medicine's Embrace Program and is a gubernatorial-appointed Vice Chair of the Florida Endowment Foundation for Vocational Rehabilitation (Able Trust). She chairs the Florida AAP Disaster Preparedness Executive Committee. Dr. Agrawal earned her bachelor's degree in microbiology and immunology and her medical doctorate from the University of Miami, serving as Chief Resident of the Combined Internal Medicine and Pediatrics Residency Program at the University of Miami's Miller School of Medicine and Jackson Memorial Hospital.

Dr. Sunil Kumar

Board Member

Dr. Kumar has been an intensive care and pulmonary physician for over 40 years. He serves as medical director of the intensive care unit and chief of staff of Broward General Hospital. During the COVID-19 pandemic, he was instrumental in caring for thousands of critically ill patients in the ICU, long before transmission and treatment protocols were established. Dr. Kumar has led strategic efforts to vaccinate Floridians and overcome vaccine hesitancy, and has held numerous leadership positions guiding preparedness at local, state, and national levels.

Dr. Kumar completed his critical care fellowship at Brown University, pulmonary care fellowship at the University of Miami, and sleep medicine fellowship at Mount Sinai Hospital on Miami Beach. He has published in academic journals and has been widely recognized for his leadership and commitment to community health.

Dr. Jason L. Radick

Jason L. Radick, MD

Chief Medical Officer

Dr. Radick is a physician whose nearly 30-year career spans patient care, leadership, medical education, and industry collaboration. He has held leadership, board, and advisory roles across medical practices, companies, and investment organizations throughout his career. He currently serves as Chief Medical Officer for LifeProtect, an innovation-focused domestic manufacturer of respiratory protection. He previously served as Chief Medical Officer for American Medical Depot, where he led the Acute Care business line and emergency preparedness efforts across local, state, and federal agencies and departments.

Dr. Radick is a recognized national speaker and key opinion leader for pharmaceutical and medical device companies. He also held a volunteer appointment as a Clinical Assistant Professor at the University of Miami Miller School of Medicine, where he taught and mentored medical students and residents. He completed his Residency in Internal Medicine/Pediatrics at the University of Miami/Jackson Memorial Hospital, where he was Chief Resident, and earned his Doctor of Medicine from the University of Miami Miller School of Medicine and a Bachelor of Arts in Biology from Washington University in St. Louis. He is currently a principal and advisor in a private family office.

Board Treasurer & Co-Founder

Akhil Agrawal is a Co-Founder and Managing Partner of Litera Capital, an early-stage venture capital and middle market healthcare investment company established in 1999. A serial entrepreneur, Mr. Agrawal has funded dozens of successful capital investment ventures over the past two decades and is deeply committed to national health security as Chairman of Life Protect LLC.

Mr. Agrawal has served on several government commissions over the last three decades and holds leadership roles in numerous professional groups, corporate boards, and trade associations, including the American Heart Association, US Small Business Administration National Advisory Council, and the Broward College Board of Trustees. He is active in the Agrawal Family Foundation, which funds educational and technology-based initiatives to improve the health and well-being of women, children, and those with special needs worldwide. Mr. Agrawal received his degree in Business Administration from the University of Florida and is currently a PhD candidate at Florida Atlantic University.

501(c)(3) Tax-Exempt Status

Recognized by the IRS as a tax-exempt public charity. Our determination letter is available upon request to donors and partners.

Florida Charitable Registration

Registered with the State of Florida Division of Consumer Services as a charitable organization.

Financial Stewardship

85 cents of every dollar goes directly to programs, research, and education. Our IRS Form 990 and annual reports are available upon request.

Board Governance

Our Board of Directors provides independent oversight with adopted bylaws, conflict of interest policies, and fiduciary standards.
